[freeside-users] Upgrade

Figured out the permissions were wrong on the file.  Changed it to  
match the ones on my new install and ran it as freeside user - all  
worked then!!!  Everything appears to be working.  I am planning on  
moving now from 1.95 to 2.30.  By that time hopefully somebody can  
tell me what files and info needs to be migrated to the new machine.
