Signup Client

My Sign up server is now Mandrake 9.2 (it was 8.2 which has long been 
unsupported).

Anyway, long story short, the signup server is no longer functioning.

Followed steps on http://webdemo.sisd.com:82/docs/selfservice.html but I 
continue to get the following message:

ns.ABS-CompTech.com root
[/home/JunkMail/html/signup] ./index.cgi
connect: Connection refused at 
/usr/lib/perl5/site_perl/5.8.1/FS/SignupClient.pm line 109.


Suggestions?
