[freeside] error running freeside-setup <username>

Sounds like postgresql 8.x is creating UNICODE databases by default still.
I thought Ivan had fixed the install to work around that but the method to
do it may have changed since 7.4.x.
Here's where I discovered the problem with a fresh install of 7.4.6.
