New error on install

Tore the machine down and reinstalled from scratch. installed all perl
modules from CPAN rather than using any of the Debian packages with ONE
exception -- for some reason GD (required by CHART) would NOT install via
CPAN. The Debian package installed fine and allowed CHART to install from
CPAN.

Got all the way to the point of running 'freeside-setup' this time and it
errors out.

Got users added and working OK with 'freeside-adduser' (using lower case
for usernames)

Then I ran 'freeside-setup -s gerald' and the final two lines before it
dies are: (manually wrapped here)

DBD::Pg::st execute failed: ERROR:  invalid byte sequence for encoding
        "UNICODE": 0xed6f73 at /usr/local/share/perl/5.8.4/FS/Record.pm
         line 654.

ERROR:  invalid byte sequence for encoding "UNICODE": 0xed6f73 at
         /usr/local/bin/freeside-setup line 267.
