New Customer Error

When I try to create a New Customer via cust_main.cgi, I receive an error
message back stating: Error: Agent 5 (type 3) can't purchase pkgpart. I have
tried multiple services and continue to get the error.  All agents are
enabled for all packages.

 

I'm running version 1.4.1rc5, postgres, apache  and all of the latest perl
modules (the box was just built last week). 

 

Any thoughts?
