[freeside] Account Limiting

There are ways to do this in FreeRADIUS, but I don't remember off the
top of my head if this can be easily managed from Freeside.  I'm
planning on doing some of this myself, but (thanks to a management
decision that somehow ended up the opposite of what I recommended) we
are doing it with another package (I hope).
