RADUIS user file import problem

I have a fresh Redhat 7.2/FreeRADIUS-0.5 system with no users on it.
I'm attempting to import the system accounts.  When I run the
svc_acct.import script it seems to work fine up to the RADIUS users
file.  It appears to get the file OK and then gives this error:

1Unexpected line in users.import:DEFAULT        Auth-Type := System at
./svc_acct.import line 115 <USERS> line 152

My /etc/raddb/users file does have this DEFAULT line 152 in it.  Does
FreeRADIUS use a format for the users file that the script can't
process?
