q: need create time depended package

Would anyone be so kind to help me create dial-up package based on time
strips (eg.: 9am-11pm - n$, 11pm-2am - (n-1)$, 2am-9am - 0 $)? I haven't
clearly
understood what I have to do.

I use Freeside 1.4.0pre11 with Apache::ASP.
