[freeside] Problems with Freeside and DBM

Have you setup user authentication in Apache?  It doesn't sound like it.
For either a 1.3.1 or 1.4.0preX setup, see the "Restrict access to this
web interface" reference in the "New Installation" section of the
documentation.
