[freeside] Problems with Freeside and DBM

That would solve it.  Your browser interface only has a REMOTE_USER when you
are using an authenticated web page.  If you don't have a REMOTE_USER in
your browser, you aren't authenticated.  For more information, see the
install notes (where this necessity is made abundantly clear) or the
information on .htaccess on the Apache Website.
