[freeside-users] Payment day of month works or not?

Hey all,

I’m curious if the 
Payment day of month
1
 Section in customer details works or not.
For me Freeside seems to be ignoring this date and just running the card/check whenever there is a balance on the account. 
Example: I send out bills on the 15th. Customer has Payment day of month set to the 20th. When I run freeside-daily it generates their invoice and goes ahead and charges their CC. What am I missing or does this function not work…
