[freeside-users] Single Sales Tax...

Can anyone walk me thorough how to apply city of X sales tax to a line item regardless of shipping/billing address.
We only collect sales tax for the City we are HQd in.

Also, if we give our customers a device for free, but want them to pay sales tax on it. How would I go about doing that?
