[freeside-users] OS and CPU

Because I don't need super speed for a system that will handle 500-1000 
user accounts and rarely have more than 2 or 3 concurrent users at a time.

I still have P4 and K8/9 systems that do their jobs just fine.

Don't fix what ain't broke.
