We reorganized the package files in 4.x.  It looks like this file got 
included in two packages.  We don't have too many people using the 
Torrus component of the software yet.

You can probably force the install harmlessly with dpkg --force-overwrite

If you would like to contribute a fix, we would certainly appreciate a 
patch or git pull request! The Debian packaging is in the debian/ 
directory.
