[freeside-users] Excel file for rates is empty

I am running freeside 3.2 on Debian Wheezy.

I can open a link to /freeside//browse/rate_region.
html?show_rates=1;dummy=1;countrycode=1&_type=regions.xls and I can see my
rates however if I try to download them to xls I just get a 0 byte file.

By download I mean going to "Edit rates with Excel " and clicking download
rate spreadsheet.

There is nothing that appears on /var/log/syslog or error.log from apache2
when I make the request.
