[freeside-users] No RT Configured

Please help - I am getting : *FS::TicketSystem::FS::TicketSystem::queues
called, but no ticket system configured*

Testing a new 2.3.3 install with mysql backend. Have removed
'ticket_system' from conf table and conf directory.
Not sure what else could be the problem. Make config was RT_Enabled=0 .
