[freeside-users] RT Missing Formatting

I had a similar problem recently, and the problem came from the
freeside root, and the RT conf files. It kept clobbering my settings,
and ignoring ones in Site_Local for some reason. I had to go in and
manually fix that setting after each install call as I was tweaking
things.
