[freeside-users] Upgrade

Now to top it off I have accidentally deleted my
/etc/apache2/conf.d/charset file. Seems the webserver still works -
but I assume it might have been important - otherwise it wouldn't be
there. How would I recreate it with the pertinent info from Freeside
info?
