could not find component for path '/elements/header.html'

** Problem:

Currently when I access my web server at /freeside with the default
freeside apache configuration I receive the following error.

This is my latest error, as my efforts have provided the most results so far.

The default apache configuration I receive a 404 in the browser, with
the following in error_log:

[Mason] Cannot resolve file to component:
/var/www/localhost/htdocs/freeside/index.html (is file outside
component root?) at
/usr/lib/perl5/vendor_perl/5.8.8/HTML/Mason/ApacheHandler.pm line 852.


While solving the perl module dependancies I mixed CPAN and Portage. I
documented this in
efforts to create a ebuild of Freeside for Gentoo, and to hopefully ease
dependency issues later when upgrading. Though it seems to be causing troubles
now.

I have create the freeside user, installed the database, set the
passwords with freeside-adduser and htpasswd, and just in case set
permissions:

I assume since Freeside installed it's perl module into
/usr/lib/perl5/site_perl I should use that location, but even CPAN
reports mason in vendor_perl also. :-/


I changed some of the locations to make it more Gentoo compliant. I've
tried with the default paths and come up with the same results also

Also on a side note, before I started this endeavour Request Tracker
was working independantly.

Concerns:

1. Why is apache not obeying PerlSetVar or PerlSetEnv?
  I suppose something with:
http://www.masonhq.com/?FAQ:ServerConfiguration#h-why_are_my_config_file_changes_not_taking_effect_
.
How can I get mason to use the site_perl library (assuming that is the problem).


2. The 404 error,  I read:
http://www.masonhq.com/?FAQ:ServerConfiguration#h-why_am_i_getting_404_errors_for_pages_that_clearly_exist_
But how do we link the pages at /var/www/localhost/htdocs/freeside to
the handler at /usr/share/freeside. I assume there is a security
reason we do this also? /usr/share/freeside is the component root
correct?

and index.html is being treated as a component?

3.  Umm.. I feel I should have a third point. How can I make it work?
... Please.... ;-D,
you guys are the best!  I <3 you guys! I'm going insane with my
current system, a bunch of:
in-house-hacked-up-inoperable-boolesheet. We can call it HUBS for
short. Ever use cerb4 (cerberus)
or platypus billing? Utter garbage.

4. I thought of a fourth.. What is up with HTML::Mason in the <files>
directive. I only get these outputs with HTML::Mason::ApacheHandler
Everything else is 404/
