[freeside-users] Confusion on 'First Package'

OK I took a look at the code.  It appears to me that the code  
displays the 'First package' table if there is an un-disabled  
svc_acct package that the agent can select.  I do not see any logic  
in there that would allow for not selecting a svc_acct.  Regardless,  
I disabled it and I'm happy.  Might be useful to make it a  
configurable thing somewhere, though..
