[freeside-users] OnSuspend

When a package expires, the freeside system automatically changes the
User-Password in FreeRadius to a random password to deny the user from log
in,
Can we put the user in a Suspended Radius group instead of changing
password? it's more flexible to manage and to redirect the user to a refill
page!
