Scott,

I haven't seen such a plan in Freeside, but it would be relatively easy
to subclass one of the existing plans to add a cap.  (You'd have to
decide whether you wanted to cap the measurable parameters individually,
or just cap the periodic charge.)

It strikes me as such a simple modification that paying Ivan to add it
would be pretty affordable, if it's not something you want to tackle
yourself.
