[freeside] Signup Client

this error means that you dont have the self-service server 
(freeside-selfservice-server username machine) running on the freeside 
If it is , look at the log in /usr/local/etc/freeside/
for eg if your signup client is at, then you would run the 
#freeside-selfservice-server albert
on the freeside machine.
This would create a log file called selfservice.
in the /usr/local/etc/freeside/ directory.
#tail -f /usr/local/etc/freeside/selfservice.
should give you an idea of the error.
most of the time it is because of the inability to set up a  ssh tunnel 
from the freeside machine to the signup client machine (not the end user).
