FS::Msgcat::_gettext

I've installed freeside serveral times, trying to do a new installation
and getting an error when trying to create the initial customer

Undefined subroutine &FS::Msgcat::_gettext called at
/mnt/data/www/html/freeside-asp/edit/cust_main.cgi
line 204. , /usr/lib/perl5/site_perl/5.8.3/Apache/ASP.pm line 1518

Code  in cust_main.cgi at line 204 is

my $daytime_label = FS::Msgcat::_gettext('daytime') || 'Day Phone';

I've triple checked the dependencies, and rebuilt the modules several
times and still get the same thing.
This is the first time I've ever seen this error.

I'm at the tail end of a cluster setup, and this is my last hurdle. 
Any help would be appreciated.
