[freeside] cust_pay_batch.cgi not displaying data

"stable" refers to the database schema more than code stability.

The code is stable enough to run the majority of my customers (more than
FREESIDE_1_4_BRANCH at this point).

The database schema is still being changes, you'd have to be comfortable 
following schema changes if you ran 1.5 from HEAD or snapshots.
