Did you add the "dummy" Complimentary account to your system using the
package that contains the svc_domain? Once that is done, the service must be
provisioned. At that point, one needs to go back and add a svc_acct service
and select the domain service created earlier and specify whether that
domain is fixed or default. At that point things should work out (at least
they did for me when I set this up from scratch on a Freebsd box).

Another poster asked about the "no modifiers" .... simply create the
svc_domain and give it a name, don't choose anything else (or add any
"modifiers").
