Why couldn't you use your backups in this case?  For that matter, why
can't you just copy (rsync) the data over from the running system?  

All you need is the user data, the password file (perhaps massaged
depending on the original and new operating systems), and the Apache
config.

There's nothing magic about the billing system in this case.  The hard
part is getting the data synchronized with minimal downtime.
