Yes, 3.

1- Check file and directory permissions, quota (if active), etc: chance is
the user your httpd is running as can't create files in directory
/usr/local/etc/freeside/asp-global//.state.

2- If trying 1 fixed the problem, you may optionally come back and explain 
sheepishly why you didn't check that before posting. :-)

3- I'll let Ivan handle that one, I think he secretly enjoys reminding 
posters about the problem reporting guidelines. :-)
