run a separate iteration?

hello,
Question1:
can someone explain what this means (in installation steps):
Run a separate iteration of Apache[-SSL] with mod_perl enabled
as the freeside user.
i did not do that.
question2:
Iam getting the freeside menu in http://localhost/aspdocs
but when i click on 'configuration' it says:
You don't have permission to access
/aspdocs/config/config-view.cgi on this server.

I typed the following in httpd.conf file:
<Directory "/usr/local/apache/htdocs/aspdocs/">
Options +ExecCGI
Allow from all
</Directory>

Is that right?

My setup details are:

OS  :Redhat linux 7.3
Apache :1.3.26
Apache::ASP :2.39
DBD::Pg :1.13
perl :5.6
DBI :1.3
