freeside-1.4.0pre12 installation error

Well upon trying to upgrade from pre11 and no luck i thought ok , clean
/ fresh start why not worked last time..
upon going through the installation i now get this error, which
seamingly is the exact same error i had when trying to upgrade.
 
Anyone have any clues ? the error i get after running the ./bin/fs-setup
file
