[freeside] Problem with fs-setup

If you specify a hostname other than localhost, it'll try to connect using
a tcp connection instead over the unix domain socket.  If your postgres
server is on the same machine, just use localhost as the hostname.  If it
isn't your postgres server either isn't running or isn't accepting tcp
connections.
