Problem with fs-setup

[DBS Staff]

i am trying to install freeside 1.4.0pre14 and i have come to the point of
running fs-setup. when i run fs-setup username, i recieve this message back.

DBI->connect(host=billing;dbname=freeside) failed: PQconnectPoll() --
connect() failed: Connection refused at
/usr/lib/perl5/site_perl/5.6.0/FS/UID.pm line 88
DBI->connect error: PQconnectPoll() -- connect() failed: Connection refused
