[freeside] Format of configuration files

Lots of these files need simply to 'exist'.  As an example, the one you
cited here will enable the management of apache user directories.  If
you look in the 'perl' part of the system
("/usr/local/lib/perl5/site-perl/FS/" for example, as opposed to the
rest of the CGIs in the webspace) there is a program that reads the
config information.  A quick run through that program should help you
see how simple the format for the files is.

In general, any file that needs information will simply list it one line
at a time.

The latest beta version of the system has some really nice configuration
stuff built in. While I wouldn't recommend it for production use, but it
is close to being ready to use.
