My apologies, I copied the wrong snippet the correct web config bit is

###FREESIDE CONFIGURATION   BEGIN
<Directory /var/www/html/freeside-asp>
<Files ~ (\.cgi)>
AddHandler perl-script .cgi
PerlHandler Apache::ASP
</Files>
<Perl>
$MLDBM::RemoveTaint = 1;
</Perl>
PerlSetVar Global /usr/local/etc/freeside/asp-global/
PerlSetVar Debug 2
</Directory>

<Directory /var/www/html/freeside-asp>
PerlSetVar Global /usr/local/etc/freeside/asp-global/
AuthName Freeside
AuthType Basic
AuthUserFile /usr/local/etc/freeside/htpasswd
require valid-user
</Directory>
###FREESIDE CONFIGURATION   END

Thank you for pointing that out, however my problem still remains !!!
I only ask for help from the list after many days (and nights) of
searching
the archives and reading manuals, then preparing a detailed question
with
the pertinent information.
