[freeside] scp error creating users on remote machine

Thanks Ivan. I saw yours and Kristian's response to setting up user accounts
on the freeside machine. As a result I'm trying to do it on a remote machine
this time around.

I have set up a shellmachine file with a single line listing the fqdn of the
remote machine. I'm able to ssh into the remote machine as the freeside user
on the local machine (ssh -l root remote.machine). I get in after supplying
the password.
