No.

It doesn't just "seem" to require a domain, it really does require a
domain.  If you want to sell accounts in @yourdomain.com set domsvc in the
service definition to fixed and the svcnum of yourdomain.com

No.  svc_domain is for domains and svc_www is for virtual web service.
