Yes.  Starting with 1.4.0 mod_perl is required.  You can and should run a
separate instance of Apache/mod_perl for Freeside.

Why?  I'm using the current Apache (1.3.22) with mod_perl 1.26.

As I said, all the modern distributions come with mod_perl now, and have
decent versions in their stable releases, so this is not nearly as
difficult as it used to be.  :)
