[freeside] 1.4.0pre4

Just so you know. This error I am getting is supposingly due to the version
of apache I am using along with mod_perl. Do I have to use mod_perl? I will
have to downgrade to a older apache to get mod_perl to work correctly.

Ask for help with mod_perl on the mod_perl list:

Once you have mod_perl installed and working, including <Perl> sections,
give Freeside a try.

FWIW, a decent mod_perl comes with most distributions these days.
