[freeside] Linking Imported Data to Customers

Ok, so I limited the existing users to 1 user and removed the
@lock-net suffix.  Same error:

1Unexpected line in users.import: rbates        Password = "make1tso"
at ./svc_acct.import line 166, <USERS> line 1.

Any hints?
