How to use svc_acct.import

Ok, bin/svc_acct.import and bin/svc_acct_sm.import now use Term::Query and
spit out some kinds of nonsensical input. In particular, you can't enter
non-existant service part numbers, which would lead to an unintuitive
error message.
(Just checked this in now...)
