The vpasswd(5) manpage at
<http://em.ca/~bruceg/vmailmgr/docs/vpasswd5.html> describes the format of
the vmailmgr password file.  You could create and export this file;
bin/svc_acct.export wouldn't require much modification to produce a file
in this format.
