MySQL and FreeBSD

I am having trouble that I need to work out ASAP.    I get the following
error when I try to run any of the .cgi files on the webserver.

DBI->connect error: Host 'localhost.sheltonbbs.com' is not allowed to
connect to this MySQL server

I read in the MySQL docs that this is due to a problem with one of FreeBSD's
library files.  I can bypass this problem at the command line by setting an
environment variable "MYSQL_HOST" to the specific name of the server
(billing.sheltonbbs.com).  Where should I look to fix this?

I am using MySQL 3.21.33b and FreeSide 1.1.4.  This is running on FreeBSD
2.2.7 with Server version Apache/1.2.6 Ben-SSL/1.15.  Any assistance is
greatly appreciated.
