Password Check

Passwords are checked for 4-8 characters, with the only illegal characters
being tab and newline. Cracklib (which checks for easy passwords) isn't
linked in yet (but that does remind me it should be... ;)
The check is at the end of sub check in site_perl/svc_acct.pm, if you want
to change it.
