Yes, { /edit, /edit/process, /view, /browse } /svc_acct.cgi

The stuff to add users is in site_perl/svc_acct.pm and is commented out. 
You should look it over carefully before enabling it.  You also need to
allow your freeside user root access (via ssh) on the target machine,
which can be a potential security hole if your freeside machine is not
secure. 

There is also a script bin/svc_acct.export to build a new password file
and (optionally) scp it over to the target machine.  Also in bin there is
the same for mail aliases with qmail and (possibly) sendmail, and import
routines as well.  I expect that they will need tweaking for your
partiular site, though.
