I am on board with the general idea.  People are always going to there
to configure their gateway anyway.  :)  The only thing that scares me is
the transition for existing installs.  Would need to be
painless/transparent, including updating existing cust_pay records so
they don't all become unrefundable... 

Should probably become a part of freeside-upgrade, like the 
config-in-database update?
