[freeside-devel] Default Gateway

I'm doing some work on refactoring/enhacing cust_pay, and tying it better to 
the payment gateway.

One problem, or what makes it difficult is the fact that currently the default 
BOP gateway is not actually in the payment gateway table.  Would anybody have 
any issues with me remedying that issue?

Basically, cause the default payment gateway to be just another entry in 
payment_gateway, instead of everything in the conf files.
