call for final 1.4.0 schema changes

Okay, so i went ahead and made more schema changes in CVS (after
1.4.0pre7).  I'd kinda like to freeze the schema for 1.4.0 soon, so if you
want to get schema changes into 1.4.0, send or check them in now.

Update the following files to make schema changes:

	bin/fs-setup
	httemplate/docs/upgrade8.html
	httemplate/docs/schema.html
	README.1.4.0pre4567-8 

(p.s. other code for dealing with the new fields or tables doesn't
necessarily have to be complete as it doesn't break anything)
