[freeside-devel] READMEs for migrating between 1.4.0 prereleases

Brings up a good question!
I have been using v1.2.3 for a year now, I just use it for simple billing,
no radius or automated CC processing, It just prints invoices and does it
well.  I have looked through the version upgrades and have seen new reports
but have not seen any real significant upgrades that would effect how I am
using the system.  I have created custom interfaces for the common functions
that we use, but they are nothing special.  Please let me know if I am wrong
or if I am missing something, I hate to be left behind.
