[freeside-users] Setting up Debian 9.8

Looks like the two problem children are liblocale-subcountry-perl and 
libparams-classify-perl


Try

apt-cache madison liblocale-subcountry-perl libparams-classify-perl


Then install the specific version that is listed with the freeside 
repository using:

apt-get install liblocale-subcountry-perl=1.63-1

apt-get install libparams-classify-perl=0.13-5


Check the version number vs what is reported in the apt-cache command 
from above.
