Hello Fernando,

First ensure that libev-perl is not installed.  This causes some
warnings about dependencies but it will cause apache to die without any
error at all.

If you are running version 3 then you will need to stay on Jessie as I
have not gotten version 3 to start on stretch as of yet, and it's
almost like what happens when libev-perl is installed even though it
isn't.

On version 4 you need to check your postgresql pg_hba.conf file as I
have ran into issues where peer authentication was not working
properly, usually an address issue.  A quick way to see if you have any
database connection issues is to try and open the freeside database
with:
sudo -u freeside psql
